Q: Can be used as a fall arrester?

Do not use as a fall arrestor as this is not what it's intended for. Use this product on a climbing lanyard or flipline.

Q: Can I use 10 mm rope for this

You could, but you wouldn’t be having a good time. With a smaller size rope the jaws will get in a bind and become very difficult to release after you lean back in your saddle. I’d stick to the recommended size in the item description. Works perfect on my 1/2” steel core flip line.1/2 is close to 13 mm
