The shelves are probably sturdy enough, but there's no way to lock two units together.

No- this is for regular letter size. Only tray I found on Amazon to accommodate legal size is - Lesbin 6-Pack Gray Plastic Stackable Paper Letter Tray- I have not purchased these so I cannot vouche for their effectiveness or quality. Hope this helps.

Q: Are the shelves the right size to hold 1" binders?

I buy Cardinal Easy Touch Premier Easy Open 3-ring binders in all sizes. My 1" binder and my 1.5" binder, both fairly full but not over-stuffed, slide onto a shelf easily, but a 2" binder that's fairly full is too fat to slide in. I measured the head room of one of the shelves and I would say it's just a hair over 2". The interior measurement from one side to the other is approximately 12.375 or 12 3/8". I do like my high-rise quite well. By the way, you can hang stuff on the sides with magnetic hooks, and also I have made little hooks out of wire.
