Is this free standing?

Yes it’s free standing. The feet have screw holes if you want to attach it to the floor. Mine is not anchored and stands up fine. Every now and then I have to adjust the feet since they shift around a little but not enough to fall over

What is the maximum weight capacity that this rack can hold?.

Don't know. I have a lot of clothes on it and it holds up pretty well.

Is this 1 1/2 in black pipe? I'd like to switch out the tees with side outlet tees to install end flanges to stop left-to-right lean on std tee axis.

The black pipe is 1.31 in. This clothing rack is very strong as long as you tighten according to the installation diagram.
