How much powder is used per gallon of water?

For comparison, the commercial product Goof Off Rust and Stain Remover, according to its MSDS, contains 10% oxalic acid so I would start with a 10% -12% solution (~0.8 -1 lb in 1 gal, 8.3 lbs water); and if that does not work increase the concentration in 10% increments.

how soon can a pet walk on the deck after using?

Depends on how much you love them, I guess. Actually, it should be okay after a good thorough rinsing. Don't let them drink any puddled water, though. It usually degrades in the environment in less than a day.

Is this product Oxalic Acid Dihydrate?

You would have to call Florida Laboratories Inc. and ask them, as their packaging only shows the product as Oxalic Acid 99.6%. www.flalab.com
